কোনো দেশের অর্থনৈতিক প্রবৃদ্ধি এবং সামাজিক উন্নয়নের জন্য দক্ষতা, জ্ঞান ও উদ্ভাবনী শক্তি অত্যন্ত গুরুত্বপূর্ণ। যেসব দেশের শিক্ষা ও দক্ষতা উচ্চমানের, সেসব দেশ বৈশ্বিক অর্থনীতির চ্যালেঞ্জ মোকাবিলায় অনেক বেশি কার্যকর। দক্ষতা উন্নয়ন বলতে বুঝায় কর্মসংস্থান ও আত্মকর্মসংস্থানের জন্য বিস্তৃত আনুষ্ঠানিক এবং উপানুষ্ঠানিক কারিগরি, বৃত্তিমূলক এবং দক্ষতা ভিত্তিক শিক্ষা ও প্রশিক্ষণ। দক্ষতা উন্নয়নের জন্য গুরুত্বপূর্ণ হলো ক) প্রাক-কর্মসংস্থান এবং জীবিকানির্ভর দক্ষতা প্রশিক্ষণ, শিক্ষানবিশি এবং শিক্ষা প্রতিষ্ঠান ভিত্তিক কারিগরি শিক্ষা ও প্রশিক্ষণ, খ) কাজে নিয়োজিত কর্মীদের জন্য শিক্ষা ও প্রশিক্ষণ এবং কর্মস্থলের প্রশিক্ষণ। বাংলাদেশের দক্ষতা উন্নয়ন ব্যবস্থার মিশন বা লক্ষ্য হচ্ছে দ্রুত এবং সামগ্রিক অর্থনৈতিক প্রবৃদ্ধি অর্জনকে সহায়তা দেওয়া। এজন্য প্রয়োজন- ক) ব্যক্তির কাজ পাওয়ার সামর্থ্য এবং পরিবর্তনশীল প্রযুক্তি ও শ্রম বাজারের সঙ্গে খাপ খাওয়ানোর সামর্থ্য বৃদ্ধি করা, খ) শিল্প খাত বা বাণিজ্য উদ্যোগগুলোর উৎপাদনশীলতা এবং লাভের পরিমাণ বাড়ানো এবং গ) জাতীয়ভাবে প্রতিযোগিতার ক্ষমতা শক্তিশালী করা এবং দারিদ্র্য কমানো।
শিল্প ও বেসরকারী প্রতিষ্ঠানে কর্মরত প্রকৌশলীদের কল্যাণের সাথে সম্পর্কিত ”ই্ডিাস্ট্রিয়াল ইঞ্জিনিয়ার্স অ্যাসোসিয়েশন অব বাংলাদেশ ( আইইএবি)” এর অনেক লক্ষ্য ও উদ্দেশ্য রয়েছে। তার মধ্যে অন্যতম একটি লক্ষ্য ও উদ্দেশ্য হলো আইইএবি এর ঢাকা বিভাগ সহ অগ্রাধিকার ভিত্তিতে আইইএবি এর সাংগঠনিক সকল বিভাগে প্রশিক্ষণ কেন্দ্র বা প্রশিক্ষণ ইনস্টিটিউট স্থাপন করা। এই ট্রেনিং ইনস্টিটিউট প্রকৌশলীদের প্রযুক্তিগত মেধা ও দক্ষতা উন্নয়ন ভুমিকা রাখবে। এই ট্রেনিং ইনস্টিটিউটে ইন্ডাস্ট্রিয়াল অটোমেশন এর মতো কোর্স অন্তর্ভুক্ত থাকবে। আইইএবি এর ট্রেনিং ইনস্টিটিউট এর মূল উদ্দেশ্য হবে অংশগ্রহণকারীদের মধ্যে মানসম্পন্ন প্রশিক্ষণ প্রদান করা। এই পশিক্ষণ কেন্দ্র বা প্রশিক্ষণ ইনস্টিটিউট এর ফিজিক্যাল শিক্ষা, প্রশিক্ষণ কার্যক্রমের পাশাপাশি অনলাইন শিক্ষা ও প্রশিক্ষণ কার্যক্রম থাকবে। এই অনলাইন শিক্ষা ও প্রশিক্ষণ কার্যক্রমগুলো ”স্কীল ডেভেলপমেন্ট পোর্টাল “ সার্বিক তত্ত্বাবধানে পরিচালিত হয় / হচ্ছে। পশিক্ষণ কেন্দ্র বা প্রশিক্ষণ ইনস্টিটিউট এর অনলাইন শিক্ষা ও প্রশিক্ষণ কার্যক্রমগুলো ছাড়াও সকল সাধারণ শিক্ষা, বিজ্ঞান, প্রকৌশল ও প্রযুক্তি বিষয়ক সকল অনলাইন শিক্ষনীয় ও প্রশিক্ষণ কার্যক্রমগুলো ”স্কীল ডেভেলপমেন্ট পোর্টাল “ সার্বিক তত্ত্বাবধানে পরিচালনা করা / হচ্ছে। মোট কথা, প্রশিক্ষণ, কর্মশালা ও ডেমোন্সট্রেশনের মাধ্যমে ইঞ্জিনিয়ারদের ব্যবহারিক ও পেশাগত দক্ষতা উন্নয়নে এই পোর্টাল কাজ করছে।
স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় কমিটির মেয়াদ হবে ০৩ (তিন) বৎসর। এই কমিটি মর্যাদা হবে (ধারা ৪.১০ অনুযায়ী) কেন্দ্রীয় উপ-কমিটির সমমান। স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় কমিটির বাহিরে বিভাগীয় কমিটিও গঠন করা যাবে। স্কীল ডেভেলপমেন্ট পোর্টাল এর বিভাগীয় কমিটির মেয়াদ, পদ-পদবী রূপরেখা স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় কমিটির অনুরূপ হবে। স্কীল ডেভেলপমেন্ট পোর্টাল এর কার্যক্রম সুষ্ঠুভাবে পরিচালনা করার স্বার্থে (কেন্দ্রীয় কমিটির বাহিরে) স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় / বিভাগীয় পোর্টালে সর্বোচ্চ দুইশত আইইএবি এর সদস্য কাজ করতে পারবে । স্কীল ডেভেলপমেন্ট পোর্টালে যে সকল সদস্যগণ কাজ করবে, তারা স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় সদস্য / বিভাগীয় সদস্য হিসেবে পরিচয় দিতে পারবে।
স্কীল ডেভেলপমেন্ট পোর্টাল এর বিভাগীয় কমিটিগুলো স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি তত্ত্বাবধানে গঠিত হবে। স্কীল ডেভেলপমেন্ট পোর্টাল এর বিভাগীয় কার্যক্রম / বিভাগীয় কমিটির কার্যক্রম সংশিষ্ট বিভাগের বিভাগীয় কমিটি এবং স্কীল ডেভেলপমেন্ট পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি / সার্বিক তত্ত্বাবধানে পরিচালিত হবে।
উল্লেখ্য যে, জাতীয় স্টিয়ারিং কমিটির একজন সদস্য স্কীল ডেভেলপমেন্ট পোর্টাল এর পরিচালক (Director) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন এবং জাতীয় প্রেসিডিয়াম কাউন্সিল এর একজন সদস্য স্কীল ডেভেলপমেন্ট পোর্টাল এর কো-অর্ডিনেটর (Co-ordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। পাশাপাশি চীফ কাউন্সিলরদের মধ্য থেকে একজন সদস্য স্কীল ডেভেলপমেন্ট পোর্টাল এর সহ-কোঅর্ডিনেটর (Co-coordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। জাতীয় স্টিয়ারিং কমিটির / কেন্দ্রীয় নির্বাহী কমিটির সভাপতি এবং সাধারণ সম্পাদক এর সম্মিতিতে জাতীয় স্টিয়ারিং কমিটি এবং জাতীয় প্রেসিডিয়াম কাউন্সিল এবং চীফ কাউন্সিলরদের মধ্য থেকে দায়িত্বপ্রাপ্ত এই তিন জন সদস্য স্কীল ডেভেলপমেন্ট পোর্টাল এর কমিটি গঠন সহ সার্বিক তত্ত্বাবধানে থাকবেন।

Skill Development Portal, IEAB
Skills, knowledge and innovation are crucial for the economic growth and social development of a country. Countries where education and skills are of high quality, those countries are more effective in facing the challenges of global economy. Skill development refers to a wide range of formal and non-formal technical, vocational and skill-based education and training for employment and self-employment. Important for skill development are a) pre-employment and livelihood skills training, apprenticeship and institution-based technical education and training; b) Education and training for employed workers and on-the-job training. The mission of Bangladesh’s skill development system is to help achieve rapid and inclusive economic growth. This requires- a) increasing the employability of individuals and their ability to adapt to changing technology and labor markets; b) To increase productivity and profitability of industrial sector or commercial enterprises and c) Strengthen national competitiveness and reduce poverty.
“Industrial Engineers Association of Bangladesh (IEAB)” has many goals and objectives related to the welfare of engineers working in industry and private organizations. One of the goals and objectives is to establish training centers or training institutes in all the organizational divisions of IEAB on priority basis including Dhaka division of IEAB. This training institute will play a role in developing technical talent and skills of engineers. This training institute will include courses like Industrial Automation. The main objective of IEAB’s training institute will be to provide quality training to the participants. These training centers or training institutes will have physical education, training programs as well as online education and training programs. These online education and training programs are/are being conducted under the overall supervision of “Skill Development Portal”. In addition to the online education and training programs of training centers or training institutes, all general education, science, engineering and technology related online education and training programs are being conducted under the overall supervision of “Skill Development Portal”. Overall, the portal is working to develop the practical and professional skills of engineers through training, workshops and demonstrations.
The term of the Central Committee of Skill Development Portal will be 03 (three) years. This Committee shall have status (as per Section 4.10) equivalent to the Central Sub-Committee. Apart from the central committee of the Skill Development Portal; Divisional committees can also be formed. The tenure of the Divisional Committee of Skill Development Portal, the position & outline will be similar to that of the Central Committee of Skill Development Portal. In order to run the activities of Skill Development Portal smoothly (outside the Central Committee), maximum two hundred members of IEAB can work in the central / divisional portal of Skill Development Portal. All the members who will work in Skill Development Portal, they can introduce themselves as central member / divisional member of Skill Development Portal.
The Divisional Committees of Skill Development Portal will be formed under the direct supervision of the Central Committee of Skill Development Portal. The divisional activities of the Skill Development Portal will be conducted under the direct / overall supervision of the Divisional Committee of the concerned Division and the Central Committee of the Skill Development Portal.
Note that a member of the National Steering Committee will be responsible as the Director of Skill Development Portal and a member of the National Presidium Council will be responsible as the Coordinator of Skill Development Portal. As well as, one member from among the Chief Councilors will be responsible as the Co-coordinator of Skill Development Portal. In consent of the President and General Secretary of the National Steering Committee / Central Executive Committee, these three responsible members from the National Steering Committee and the National Presidium Council and the chief Councilors will be in overall supervision of Skill Development Portal including committee formation.
Engr. Altaf Hossain is the first nominated Director of Skill Development Portal in the history of IEAB, Engr. Mir Salat Mahmud is the first Nominated Coordinator of Skill Development Portal in the history of IEAB and Engr. Md. Wahid Murad is the first nominated Co-Coordinator of Skill Development Portal in the history of IEAB.
