আইইএবি এর ১৪ টি পোর্টালের মধ্যে মনিটরিং এন্ড ইভালুয়েশন পোর্টাল অত্যন্ত গুরুত্বপূর্ণ। সোস্যাল মিডিয়ার সকল মাধ্যম যেমনঃ ফেইজবুক, মেসেঞ্জার গ্রুপ, ইন্টাগ্রাম, টুইটার, ইউটিউব চ্যানেল, লিংকডইন ইত্যাদি মাধ্যমে আইইএবি এর নীতিমালা বিরোধী বা সংগঠনবিরোধী বা আইইএবি এর কোন সদস্যের সম্মানহানিকর / মানহানিকর কোন পোষ্ট / কমেন্টস কেউ করে কিনা মনিটরিং এন্ড ইভালুয়েশন পোর্টালের সদস্যগণ আইইএবি এর ভাবমূর্তি সমুন্নত  ও উজ্জ্বল রাখতে উক্ত বিষয়গুলো শক্ত হাতে পর্যবেক্ষণ এবং যথাযত কর্তৃপক্ষকে অবহিত করে প্রয়োজনীয় পদক্ষেপ গ্রহন করবে এবং আইইএবি এর ভাবমূর্তি সমুন্নত  ও উজ্জ্বল রাখতে আইইএবি এর সাংগঠনিক বিভিন্ন কাঠামোর কমিটি গঠনের সময় সংগঠন বিরোধী / রাষ্ট্র বিরোধী কেউ মনোনীত হচ্ছে কিনা এন্ড ইভালুয়েশন পোর্টালের সদস্যগণ এই বিষয়গুলো নজরদারি করবে এবং যথাযত কর্তৃপক্ষকে অবহিত করবে। লটারী প্রলোভন, চাকুরী ও রক্তাদানের কথা বলে কেউ আইইএবি এর সদস্যদের সাথে আর্থিক লেন-দেন করছে কিনা / প্রতারণার আশ্রয় নিচ্ছেন কিনা উক্ত বিষয়গুলো মনিটরিং মনিটরিং এন্ড ইভালুয়েশন পোর্টালের সদস্যগণ সর্বোচ্চ অগ্রাধিকার বিশেষ নজনদারি করবে এবং প্রয়োজনীয় ব্যবস্থা গ্রহনের জন্য যথাযত কর্তৃপক্ষকে অবহিত করবে। আইইএবি’কে কেউ ব্যক্তি স্বা্র্থে বা নিজস্ব আর্থিক কাজে ব্যবহার করছে কিনা এই বিষয়টাও মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর সদস্যগণ গুরুত্বের সাথে পর্যবেক্ষণ করবেন এবং প্রয়োজনীয় ব্যবস্থা গ্রহনের জন্য যথাযত কর্তৃপক্ষকে অবহিত করবে। আইইএবি এর যেকোন কাঠামোতে যেকোন ধরনের আর্থিক অব্যবস্থাপনা দৃষ্টিগোচর হলে মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর সদস্যগণ প্রয়োজনীয় ব্যবস্থা গ্রহন করতে যথাযত কর্তৃপক্ষকে অবহিত করবে। মোটকথা; সকল প্রকার মনিটরিং, অডিট এবং মূল্যায়নের কাজ এই পোর্টালের মাধ্যমে করা হবে। আইইএবি এর ভাবমূ্র্তি অক্ষূন্ন রাখতে এই পোর্টাল আইইএবিএর সামগ্রিক দিকে নজর রাখবে এবং যথাযত কর্তৃপক্ষকে অবহিত করবে।

মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় কমিটির মেয়াদ হবে ০৩ (তিন) বৎসর। এই কমিটি মর্যাদা হবে (ধারা ৪.১০ অনুযায়ী) কেন্দ্রীয় উপ-কমিটির সমমান। মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় কমিটির বাহিরে বিভাগীয় কমিটিও গঠন করা যাবে। মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর বিভাগীয় কমিটির মেয়াদ, পদ-পদবী রূপরেখা মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় কমিটির অনুরূপ হবে। মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কার্যক্রম সুষ্ঠুভাবে পরিচালনা করার স্বার্থে (কেন্দ্রীয় কমিটির বাহিরে) মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় / বিভাগীয় পোর্টালে সর্বোচ্চ দুইশত আইইএবি এর সদস্য কাজ করতে পারবে । মনিটরিং এন্ড ইভালুয়েশন পোর্টালে যে সকল সদস্যগণ কাজ করবে, তারা মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় সদস্য / বিভাগীয় সদস্য হিসেবে পরিচয় দিতে পারবে।

মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর বিভাগীয় কমিটিগুলো মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি তত্ত্বাবধানে গঠিত হবে। মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর বিভাগীয় কার্যক্রম / বিভাগীয় কমিটির কার্যক্রম সংশিষ্ট বিভাগের বিভাগীয় কমিটি এবং মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি / সার্বিক তত্ত্বাবধানে পরিচালিত হবে।

উল্লেখ্য যে, জাতীয় স্টিয়ারিং কমিটির একজন সদস্য মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর পরিচালক (Director) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন এবং জাতীয় প্রেসিডিয়াম কাউন্সিল এর একজন সদস্য মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কো-অর্ডিনেটর (Co-ordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। পাশাপাশি চীফ কাউন্সিলরদের মধ্য থেকে একজন সদস্য মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর সহ-কোঅর্ডিনেটর (Co-coordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। জাতীয় স্টিয়ারিং কমিটির / কেন্দ্রীয় নির্বাহী কমিটির সভাপতি এবং সাধারণ সম্পাদক এর সম্মিতিতে জাতীয় স্টিয়ারিং কমিটি এবং জাতীয় প্রেসিডিয়াম কাউন্সিল  এবং চীফ কাউন্সিলরদের মধ্য থেকে দায়িত্বপ্রাপ্ত এই তিন জন সদস্য মনিটরিং এন্ড ইভালুয়েশন পোর্টাল এর কমিটি গঠন সহ সার্বিক তত্ত্বাবধানে থাকবেন।

Monitoring and Evaluation Portal, IEAB

Among the 14 portals of IEAB, the Monitoring and Evaluation portal is very important. Whether anyone makes any posts/comments that are against IEAB’s policies or anti-organization or defamatory/ defamatory of any member of IEAB through ‍all social media platforms. such as: Facebook, Messenger group, Instagram, Twitter, YouTube channel, LinkedIn etc., Members of Monitoring and Evaluation Portal will observe & closely monitor with a firm hand these issues to keep the image of IEAB uplifted and bright and will take necessary action by informing the appropriate authorities. To keep the image of IEAB uplifted and bright, the members of the Evaluation Portal will monitor these matters and inform the appropriate authorities if any anti-organization / anti-state is being nominated during the formation of committees of various organizational structures of IEAB. If anyone is engaging in financial transactions / resorting to fraud with the members of IEAB by talking about lottery inducement, employment and blood donation, the members of the monitoring and evaluation portal will take special vigilance and inform the appropriate authorities for necessary action. The members of the Monitoring and Evaluation Portal will also monitor seriously if anyone is using IEAB for personal interest or for their own financial purposes and inform the appropriate authorities for taking necessary action.  If any kind of financial mismanagement is noticed in any structure of IEAB, the members of Monitoring and Evaluation Portal will inform the appropriate authorities to take necessary action. In short; All monitoring, audit and evaluation work will be done through this portal. To keep the image of IEAB intact, this portal will keep a holistic view of IEAB and inform the authorities as appropriate.

The term of the Central Committee of Monitoring and Evaluation Portal will be 03 (three) years. This Committee shall have status (as per Section 4.10) equivalent to the Central Sub-Committee. Apart from the central committee of the Monitoring and Evaluation Portal; Divisional committees can also be formed. The tenure of the Divisional Committee of Monitoring and Evaluation Portal, the position & outline will be similar to that of the Central Committee of Monitoring and Evaluation Portal. In order to run the activities of Monitoring and Evaluation Portal smoothly (outside the Central Committee), maximum two hundred members of IEAB can work in the central / divisional portal of Monitoring and Evaluation Portal. All the members who will work in Monitoring and Evaluation Portal, they can introduce themselves as central member / divisional member of Monitoring and Evaluation Portal.

The Divisional Committees of Monitoring and Evaluation Portal will be formed under the direct supervision of the Central Committee of Monitoring and Evaluation Portal. The divisional activities of the Monitoring and Evaluation Portal will be conducted under the direct / overall supervision of the Divisional Committee of the concerned Division and the Central Committee of the Monitoring and Evaluation Portal.

Note that a member of the National Steering Committee will be responsible as the Director of Monitoring and Evaluation Portal and a member of the National Presidium Council will be responsible as the Coordinator of Monitoring and Evaluation Portal. As well as, one member from among the Chief Councilors will be responsible as the Co-coordinator of Monitoring and Evaluation Portal. In consent of the President and General Secretary of the National Steering Committee / Central Executive Committee, these three responsible members from the National Steering Committee and the National Presidium Council and the chief Councilors will be in overall supervision of Monitoring and Evaluation Portal including committee formation.

Engr. Alamgir Ahmed is the first nominated Director of Monitoring and Evaluation Portal in the history of IEAB, Engr. Md. Lokman is the first Nominated Coordinator of Monitoring and Evaluation Portal in the history of IEAB and Engr. Md. —————- is the first nominated Co-Coordinator of Monitoring and Evaluation Portal in the history of IEAB.
