মানবকল্যাণ হলো মূলত মানুষের ব্যবহারিক জীবনের কল্যাণকর কাজ। সাধারণভাবে অনেকে দুস্থ মানুষকে করুণাবশত দান-খয়রাত করাকে মানবকল্যাণ মনে করে। কিন্তু এমন ধারণা খুবই সংকীর্ণ মনোভাবের পরিচায়ক। মানব-কল্যাণ হলো মানুষের সার্বিক মঙ্গলের প্রয়াস। একটি দৃষ্টিকোণ থেকে দেখলে; প্রত্যেকটি মানুষই দেশের একটা অংশ তাই যদি প্রত্যেক মানুষের অর্থনৈতিক দক্ষতা সমস্টিকভাবে নিরূপণ করা হয়, তবে তা সমাজেরই উন্নয়নকে প্রতিফলিত করবে। আরেকটি দৃষ্টিকোণ থেকে দেখলে; একটি সমাজের সম্পদের বণ্টন, অর্থনৈতিক সমতা ও অন্যান্য বিষয় পরিমাপ করা হলে তা প্রকৃতপক্ষে দেশের উন্নয়নকেই প্রতিফলিত করবে। তাই দেশ ও সমাজের যেকোন সম্প্রদায়, গোষ্ঠি, পেশাজীবীদের কল্যাণকর কাজ দেশের অর্থনৈতিক ও সামাজিক উন্নয়নকেই প্রতিফলিত করে।
কল্যাণ বলতে ব্যক্তি বা গোষ্ঠীকে সাময়িকভাবে আর্থিক বা অন্যান্য সহায়তা প্রদান করাকে বুঝায়। কল্যাণমূলক কাজ মানুষকে তাদের জীবনের রুক্ষ সময়ে আর্থিক চাপ মোকাবেলা করার সুযোগ তৈরী করে দেয়। অপরদিকে পুনর্বাসন হলো যেকোন দূর্ঘটনা, প্রাকৃকিক দূর্যোগের পর দীর্ঘস্থায়ীভাবে কিছুটা স্বাভাবিক জীবনে ফিরে আসার আর্থিক বা অন্যান্য সহায়তা।
শিল্প কারখানায় কর্মরত প্রকৌশলীদের জব সবসময় ঝুঁকিপূর্ণ। শিল্প কারখানায় কর্মরত প্রকৌশলীগণ সবসময় দূর্ঘটনার ঝুঁকিতে থাকেন। শিল্প কারখানায় জব করাটা সবসময় ঝুঁকিপূর্ণ হওয়ায় তাই শিল্প কারখানায় কর্মরত প্রকৌশলীগণ যেকোন সময় ছোট-বড় দূর্ঘটনার শিকার হন। ঝুঁকি হলো ইচ্ছায় বা অনিচ্ছায় মূল্যবান কোন কিছু (যেমন-শারীরিক স্বাস্থ্য, সামাজিক অবস্থা, মানসিক মঙ্গল বা আর্থিক সম্পদ) অর্জন বা হারানোর সম্ভাবনা। এসব বিবেচনা করে শিল্প কারখানায় কর্মরত প্রকৌশলীদের কল্যাণার্থে ও পূনর্বাসনের লক্ষ্যে “ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল” আইইএবি পরিবার গঠন করেছে। শিল্প কারখানায় কর্মরত আইইএবি এর প্রকৌশলী বা প্রকৌশলীগণ যখন কোন দূর্ঘটনার সম্মুখীন হন, তখন আইইএবি পরিবারের পক্ষ থেকে সেসকল প্রতিষ্ঠানের কর্তৃপক্ষের সাথে বা দায়িত্বশীলদের সাথে যোগাযোগ করে চিকিৎসা, আর্থিক সহায়তা ও প্রয়োজনে পুনর্বাসনের ব্যবস্থা করা হয় এবং আইইএবি এর কল্যাণ ফান্ড থেকে সাধ্যমতো সহায়তা প্রদান করা হয় এবং প্রযোজ্য ক্ষেত্রে পুনর্বাসনের ব্যবস্থা করা হয়।
আইইএবি এর ”ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল” শুধুমাত্র ইঞ্জিনিয়াদের পুনর্বাসন ও কল্যাণেই কাজ করে না বরং বাংলাদেশের যেকোন ভয়াবহ দূর্ঘটনায় ও প্রাকৃতিক দূর্যোগে ”ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল”মানবিক সহায়তা প্রদান করে চলছে। এছাড়াও ”ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল”বিভিন্ন ধরনের মানবিক ও জনকল্যাণমূলক কাজ করে যাচ্ছে। যেমনঃ গরিব-দুস্তদের ঈদ উপহার, এতিম-দুস্তদের ভালো মানের খাবর বিতরণ, এতিমদের জামা-কাপড় প্রদান, গরিব-দরিদ্রদের শীতবস্ত্র প্রদান, গরীব মেধাবী শিক্ষার্থীদের আর্থিক সহায়তা প্রদান ইত্যাদি।
শিল্প প্রতিষ্ঠান / বেসরকারী সেক্টরে কর্মরত মহিলা প্রকৌশলী এবং আদিবাসি / উপজাতি প্রকৌশলীদের কর্মক্ষেত্রে ন্যায্য অধিকার, নিরাপত্তা, পুনর্বাসন ও কল্যাণার্থে “ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল”কাজ করে থাকে। এমনকি, শিল্প প্রতিষ্ঠান / বেসরকারী সেক্টরে বহির্বিশ্বে কর্মরত প্রবাসী বাংলাদেশী প্রকৌশলীদের অধিকার, নিরাপত্তা, পুনর্বাসন ও কল্যাণার্থেও “ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল” এবং “এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল” সমন্বয় করে যৌথ্যভাবে কাজ করে যাচ্ছে।
ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির মেয়াদ হবে ০৩ (তিন) বৎসর। এই কমিটি মর্যাদা হবে (ধারা ৪.১০ অনুযায়ী) কেন্দ্রীয় উপ-কমিটির সমমান। ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির বাহিরে বিভাগীয় কমিটিও গঠন করা যাবে। ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর বিভাগীয় কমিটির মেয়াদ, পদ-পদবী রূপরেখা ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির অনুরূপ হবে। ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কার্যক্রম সুষ্ঠুভাবে পরিচালনা করার স্বার্থে (কেন্দ্রীয় কমিটির বাহিরে) ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় / বিভাগীয় পোর্টালে সর্বোচ্চ দুইশত আইইএবি এর সদস্য কাজ করতে পারবে । ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টালে যেসকল সদস্যগণ কাজ করবে, তারা ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় সদস্য / বিভাগীয় সদস্য হিসেবে পরিচয় দিতে পারবে।
ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর বিভাগীয় কমিটিগুলো ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি তত্ত্বাবধানে গঠিত হবে। ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর বিভাগীয় কার্যক্রম / বিভাগীয় কমিটির কার্যক্রম সংশিষ্ট বিভাগের বিভাগীয় কমিটি এবং ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি / সার্বিক তত্ত্বাবধানে পরিচালিত হবে।
উল্লেখ্য যে, জাতীয় স্টিয়ারিং কমিটির একজন সদস্য ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর পরিচালক (Director) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন এবং জাতীয় প্রেসিডিয়াম কাউন্সিল এর একজন সদস্য ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কো-অর্ডিনেটর (Co-ordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। পাশাপাশি চীফ কাউন্সিলরদের মধ্য থেকে একজন সদস্য ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর সহ-কোঅর্ডিনেটর (Co-coordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। জাতীয় স্টিয়ারিং কমিটির / কেন্দ্রীয় নির্বাহী কমিটির সভাপতি এবং সাধারণ সম্পাদক এর সম্মিতিতে জাতীয় স্টিয়ারিং কমিটি এবং জাতীয় প্রেসিডিয়াম কাউন্সিল এবং চীফ কাউন্সিলরদের মধ্য থেকে দায়িত্বপ্রাপ্ত এই তিন জন সদস্য ইঞ্জিনিয়ার্স রিহ্যাবিলিটেশন এন্ড ওয়েলফেয়ার অ্যাফেয়ার্স পোর্টাল এর কমিটি গঠন সহ সার্বিক তত্ত্বাবধানে থাকবেন।

Human welfare is basically the welfare work of people’s practical life. In general, many people consider charitable giving to the needy as a form of charity. But such an idea is indicative of a very narrow mindedness. Human-welfare is the pursuit of the overall well-being of people. Looking at it from a perspective; Every person is a part of the country so if the economic efficiency of every person is measured holistically, it will reflect the development of the society. Seen from another perspective; If a society’s distribution of wealth, economic equality and other factors are measured, it will actually reflect the development of the country. Therefore, the welfare work of any community, group, professional of the country and society reflects the economic and social development of the country.
Welfare refers to the temporary provision of financial or other assistance to an individual or group. Welfare work gives people a chance to cope with financial stress during rough times in their lives. Rehabilitation, on the other hand, is financial or other assistance to return to a somewhat normal life in the long term after any accident, natural disaster.
The jobs of engineers working in industrial plants are always risky. Engineers working in industrial plants are always at risk of accidents. As working in industrial factories is always risky, engineers working in industrial factories are prone to minor and major accidents at any time. Risk is the possibility of gaining or losing something of value (such as physical health, social status, emotional well-being or financial wealth) willingly or unwillingly. Considering all these, IEAB family has formed “Engineers Rehabilitation and Welfare Affairs Portal” for the welfare and rehabilitation of engineers working in industrial plants. When the engineer or engineers of IEAB working in the industrial plant meet with any accident, the IEAB family communicates with the authorities or officials of those establishments to arrange for medical, financial assistance and rehabilitation if necessary and provide assistance as much as possible from the welfare fund of IEAB and Rehabilitation is arranged where applicable.
IEAB’s “Engineers Rehabilitation and Welfare Affairs Portal” not only works for the rehabilitation and welfare of engineers but also provides humanitarian assistance in any major disaster and natural calamity in Bangladesh. Also “Engineers Rehabilitation and Welfare Affairs Portal” is doing various humanitarian and public welfare work. For example: Eid gifts to the poor, distribution of good quality news to the orphans, clothing to the orphans, winter clothes to the poor, financial support to the poor and talented students, etc.
“Engineers Rehabilitation and Welfare Affairs Portal” works for fair rights, safety, rehabilitation and welfare of women engineers and tribal/tribal engineers working in industries/private sector. Even, “Engineers Rehabilitation and Welfare Affairs Portal” and “Expatriate Bangladeshi Engineers Affairs Portal” are working jointly for the rights, safety, rehabilitation and welfare of expatriate Bangladeshi engineers working abroad in industrial institutions / private sector.
The term of the Central Committee of Engineers Rehabilitation and Welfare Affairs Portal will be 03 (three) years. This Committee shall have status (as per Section 4.10) equivalent to the Central Sub-Committee. Apart from the central committee of the Engineers Rehabilitation and Welfare Affairs Portal; Divisional committees can also be formed. The tenure of the Divisional Committee of Engineers Rehabilitation and Welfare Affairs Portal, the position & outline will be similar to that of the Central Committee of Engineers Rehabilitation and Welfare Affairs Portal. In order to run the activities of Engineers Rehabilitation and Welfare Affairs Portal smoothly (outside the Central Committee), maximum two hundred members of IEAB can work in the central / divisional portal of Engineers Rehabilitation and Welfare Affairs Portal. All the members who will work in Engineers Rehabilitation and Welfare Affairs Portal, they can introduce themselves as central member / divisional member of Engineers Rehabilitation and Welfare Affairs Portal.
The Divisional Committees of Engineers Rehabilitation and Welfare Affairs Portal will be formed under the direct supervision of the Central Committee of Engineers Rehabilitation and Welfare Affairs Portal. The divisional activities of the Engineers Rehabilitation and Welfare Affairs Portal will be conducted under the direct / overall supervision of the Divisional Committee of the concerned Division and the Central Committee of the Engineers Rehabilitation and Welfare Affairs Portal.

Azad is the first Nominated Coordinator of Engineers Rehabilitation and Welfare Affairs Portal in the history of IEAB and Engr. Md. Mesbahul Hoque is the first nominated Co-Coordinator of Engineers Rehabilitation and Welfare Affairs Portal in the history of IEAB.
