ই্ডিাস্ট্রিয়াল ইঞ্জিনিয়ার্স অ্যাসোসিয়েশন অব বাংলাদেশ (আইইএবি) বেসরকারী সেক্টর / প্রাইভেট সেক্টর / শিল্প সেক্টরে কর্মরত প্রকৌশলীদের প্রাধাণ্য দিয়ে প্রতিষ্ঠা করা হয়েছে। তাই এইসব বিষয়ে আইইএবি এর বিভিন্ন দাপ্তরিক প্রয়োজনে সরকারী বিভিন্ন প্রতিষ্ঠানের সাথে যোগাযোগ করতে হয়। বাংলাদেশের সরকারের সকল প্রতিষ্ঠানের কেন্দ্রীয় দপ্তর ঢাকায় এবং আইইএবি এর কেন্দ্রীয় কার্যালয়ও রাজধানী ঢাকায়। আইইএবি এর কেন্দ্রীয় কার্যালয় ঢাকায় হওয়াতে এবং সরকারের সকল প্রতিষ্ঠানের কেন্দ্রীয় দপ্তর ঢাকায় হওয়াতে এইসব প্রতিষ্ঠানের সাথে আইইএবি এর দাপ্তরিক কাজ করা এবং যোগাযোগ করা সহজ। সরকারী বিভিন্ন দপ্তরের সাথে আইইএবি এর সরকারী চাকুরীজীবী প্রকৌশলীগণ যতটা সহজে যোগাযোগ করতে পারবে; ততটা সহজে বেসরকারী / শিল্প সেক্টরে কর্মরত প্রকৌশলীগণ যোগাযোগ করতে পারবে না। এই বিষয়টাকে গুরুত্ব দিয়ে আইইএবি এর সরকারী চাকুরীজীবী প্রকৌশলীদের নিয়ে ”গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস/প্লাটফর্ম“ গঠন করা হয়েছে। আইইএবি এর সরকারী চাকুরীজীবী প্রকৌশলীরা আইইএবি পরিবারকে বিভিন্ন রকম সরকারী সহায়তা ও সুবিধা এনে দিয়ে আইইএবি পরিবারকে সহযোগীতা করতে কাজ করবে। আইইএবি এর গঠনতন্ত্র অনুযায়ী আইইএবি সরকারী চাকুরীজীবী সদস্যদের আলাদা একটা উয়িংস থাকবে, “গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম” গঠন করার ক্ষেত্রে এই বিষয়টাও গুরুত্বপূর্ণ ভুমিকা রেখেছে।
উল্লেখ্য যে সরকারী শিল্প প্রতিষ্ঠান ও অন্যান্য সরকারী প্রতিষ্ঠান এবং স্বায়ত্বশাসিত প্রতিষ্ঠানে কর্মরত প্রকৌশলীগণও আইইএবি-এর লক্ষ্য, উদ্দেশ্য, ভবিষৎ পরিকল্পনা, নিয়ম-নীতি ও গঠনতন্ত্র মেনে সদস্য হতে পারবেন, ভোটার হতে পারবেন, ভোটও দিতে পারবেন। তবে আইইএবি এর গঠনতন্ত্র অনুযায়ী সরকারী চাকুরীজীবীরা একটি নির্দিষ্ট কাঠামো পর্যন্ত সাংগঠনিক কমিটিতে থাকতে পারবে। এমনকি, নির্দিষ্ট কাঠামো কমিটি ছাড়া অন্যান্য কমিটিতে নির্বাচন করতে পারবেন না বা অন্যান্য কমিটিতে মনোনীত হয়ে পদ-পদবীতে অধীষ্ঠ হতে পারবেন না। তবে যেসকল প্রকৌশলীগণ সরকারী চাকুরীতে যোগদানের পূর্বেই আইইএবি এর সদস্য হয়েছিল, তারা সরকারী চাকুরীতে যোগদানের পরও বিদ্যমান কমিটিতে থাকতে পারবেন কিন্তু বিদ্যমান কমিটির মেয়াদ শেষে পরবর্তী (সরকারী চাকুরীজীবীদের নির্ধারিত কাঠামো ছাড়া অন্যান্য কাঠামোতে) নির্বাচনে অংশগ্রহণ করতে পারবে না / কমিটিতে থাকতে পারবে না। অর্থ্যাৎ একজন প্রকৌশলী আইইএবি এর সদস্য হওয়ার পর সরকারী চাকুরী হলেও আইইএবি এর সদস্য হিসেবে থাকতে পারবে।
গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম আইইএবি এর কেন্দ্রীয় নির্বাহী কমিটির সরাসরি তত্তাবধানে পরিচালিত হবে। গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম হলো আইইএবি এর কেন্দ্রীয় উপ-কমিটির সমমান। আইইএবি এর কেন্দ্রীয় নির্বাহী কমিটির সরাসরি তত্ত্বাবধানে সংশিষ্ট বিষয়ে যোগ্যতার ভিত্তিতে গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম এর কমিটি গঠনের জন্য কমিটির সদস্য মনোনীত করা হবে। গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস এর একটি ১৫ সদস্যদের কমিটি হবে যাহা কেন্দ্রীয় উপকমিটির সমমান। গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম কমিটির মেয়াদ হবে ০৩ (তিন) বৎসর। তবে মেয়াদ যায়হোক না কেন; কেন্দ্রীয় নির্বাহী কমিটি বিলুপ্তির সাথে সাথে গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম কমিটিও বিলুপ্ত হবে। নতুন নির্বাচিত কেন্দ্রীয় নির্বাহী কমিটি দায়িত্ব নেওয়ার পর গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম এর কমিটি পূনঃগঠিত হবে। গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস / প্লাটফর্ম এর কোন বিভাগীয় কমিটি থাকবে না। শুধুমাত্র এই উইংস এর ১৫ সদস্যদের একটি মাত্র কেন্দ্রীয় কমিটি থাকবে।
আইইএবি এর গঠনতন্ত্রের ধারা ৮.১০ উল্লেখ্য আছে, কেন্দ্রীয় নির্বাহী কমিটির সংশিষ্ট পদ-পদবীর সাদৃশ (Similer) নামে কেন্দ্রীয় উপ-কমিটি গঠিত হলে, কেন্দ্রীয় নির্বাহী কমিটির সেই পদ-পদবীর সম্পাদক পদাধিকার বলে কেন্দ্রীয় উপ-কমিটির সভাপতি হবে এবং কেন্দ্রীয় নির্বাহী কমিটির সেই পদ-পদবীর সহ-সম্পাদক পদাধিকার বলে কেন্দ্রীয় উপ-কমিটির সহ-সভাপতি হবে। উপ-কমিটির অবশিষ্ট পদ পদবীতে কেন্দ্রীয় নির্বাহী কমিটিতে সংশিষ্ট নয়, আইইএবি এর এমন সদস্যদের যোগ্যতার ভিত্তিতে মনোনীত করা যাবে। যেহেতু গভর্নমেন্ট ইঞ্জিনিয়ার্স বিষয়ে আইইএবি এর গঠনতন্ত্রে ধারা ৪.৪.২ অনুযায়ী কেন্দ্রীয় নির্বাহী কমিটিতে কোন পদ-পদবী নাই। তাই, গভর্নমেন্ট ইঞ্জিনিয়ার্স উইংস এর কমিটি গঠনের জন্য কমিটির সকল সদস্য যোগ্যতার ভিত্তিতে আইইএবি এর যেকোন সদস্য মনোনীত / নির্বাচিত হতে পারবেন।

Government Engineers Wing / Platform
Industrial Engineers Association of Bangladesh (EAB) has been established with priority for engineers working in the non-government sector / private sector / industrial sector. Therefore, IEAB has to communicate with various government institutions for various official needs in these matters. The central office of all institutions of the Government of Bangladesh is in Dhaka and the central office of IEAB is also in the capital Dhaka. As the central office of IEAB is in Dhaka and the central office of all the institutions of the government is in Dhaka, it is easy for IEAB to do official work and communicate with these institutions. IEAB’s Government Service / Servant Engineers can communicate with various Government Departments as easily as possible; Engineers working in the private/industrial sector cannot communicate as easily. In view of this issue, IEAB has constituted “Government Engineers Wings/Platform” with Government Service Engineers of IEAB. IEAB’s Government Service Engineers will work to support the IEAB family by providing them with various government assistance and benefits. As per the constitution of IEAB, IEAB will have a separate wing for government service members /Engineers, this has also played an important role in forming “Government Engineers Wings/Platform”.
It should be noted that engineers working in Government Industrial Institutions and other Government Institutions and Autonomous Institutions can also become Member of IEAB, become voter and become also vote in accordance with the goals, objectives, future plans, rules and constitution of IEAB. However, according to the constitution of IEAB, government employees can be in the organizational committee up to a certain structure. Even, cannot be elected to other committees without fixed / Certain structure committee or being nominated in other committees can’t be superior in post, rank and title. However, those Engineers who have become members of IEAB before joining Government service, can remain in the existing Committee even after joining Government service. But after the expiry of the tenure of the existing committee, he cannot participate in the next election (in the structure other than the prescribed structure of government employees) / cannot be in the committee. That means an engineer after becoming a member of IEAB can remain a member of IEAB even if he is in government service.
The Government Engineers Wings/Platforms will be operated under the direct supervision of the Central Executive Committee of IEAB. The Government Engineers Wings/Platforms are the equivalent of the Central Sub-Committee of IEAB. Members of the Committee will be nominated to form the Committee of Government Engineers Wings / Platforms on the basis of merit in the relevant subject under the direct supervision of the Central Executive Committee of IEAB. The Government Engineers Wing will have a 15-member committee equivalent to the Central Sub-Committee. The tenure of the Government Engineers Wings / Platform Committee will be 03 (three) years. But whatever the term; With the abolition of the Central Executive Committee, the Government Engineers Wings / Platform Committee will also be abolished. The Committee of Government Engineers Wings / Platforms will be reconstituted after the newly elected Central Executive Committee takes charge. Government Engineers Wings/Platforms will have no Divisional Committees. Only these wings will have only one central committee of 15 members.
Section 8.10 of the Constitution of IEAB mentions that if a Central Sub-Committee is formed with the rank-and-file of the Central Executive Committee, the Secretary of the Central Executive Committee shall be the Chairman of the Central Sub-Committee ex-officio and that of the Central Executive Committee. The ex-officio Vice-Editor shall be the Vice-President of the Central Sub-Committee. The remaining posts of the sub-committees may be nominated on merit by such members of the IEAB as are not ex officio members of the Central Executive Committee. As per Section 4.4.2 of the Constitution of IEAB regarding Government Engineers there is no post in the Central Executive Committee. All the members of the committee can be nominated / elected by any member of IEAB on the basis of merit to constitute the committee of Government Engineers Wings.
If the central sub-committee is formed under the name of similar of concerned Post to the central executive committee; The Secretary of that rank-and-post of the Central Executive Committee shall be the President of the Central Sub-Committee by Ex officio and the joint-Secretary of that rank-and-post of the Central Executive Committee shall be the Vice-President of the Central Sub-Committee by Ex officio. The remaining posts of the sub-committees may be nominated on merit by such members of the IEAB as are not existing members (with similar post) of the Central Executive Committee. As per Section 4.4.2 of the Constitution of IEAB regarding Government Engineers there is no post in the Central Executive Committee. so, for forming the committee of Government Engineers Wings; all members of the committee can be nominated / elected by any member of IEAB on merit basis.
