এক্সপাট্রিয়েট বাংলাদেশি ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল হলো আইইএবি এর অন্যতম একটি পোর্টাল । বাংলাদেশের অনেক ইঞ্জিনিয়ারগন বিশ্বের বিভিন্ন দেশে গিয়ে অক্লান্ত পরিশ্রম করে বাংলাদেশের জন্য রেমিটেন্স পাঠাচ্ছে; এই রেমিটেন্সের মাধ্যমে দেশের অর্থনীতির চাকা সচল হচ্ছে। প্রবাসী ইঞ্জিনিয়ারগন নিজের মাতৃভূমির মায়া ত্যাগ করে স্ত্রী, সন্তান, বাবা-মা, ভাই-বোনকে দেশে রেখে প্রবাসে জীবন কাটাচ্ছে। প্রবাসী বাংলাদেশী প্রকৌশলীদের ন্যায্য অধিকার, সুবিধা ও অসুবিধা, কল্যাণ এবং যেকোন বৈষম্য দূরীকরণে “এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল” নিরলসভাবে কাজ করে যাচ্ছে। প্রবাসী ইঞ্জিনিয়াররা যদি তাদের কর্মস্থলে কোন রকম হয়রানির শিকার হন অথবা অধিকার থেকে বঞ্চিত হন, তাহলে আইইএবি এর “এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল” এর দায়িত্বশীলগণ বাংলাদেশের এবং সংশ্লিষ্ট দেশের শ্রম মন্ত্রণালয় বা সংশিষ্ট কর্তৃপক্ষের সাথে যোগাযোগ করে এসব প্রতিষ্ঠানের মাধ্যমে সংশিষ্ট দেশের প্রতিষ্ঠানকে চাপ প্রয়োগ করে এবং প্রয়োজনীয় ব্যবস্থা গ্রহণ করে প্রবাসী বাংলাদেশী প্রকৌশলীদের সহযোগীতা করে থাকে। ”এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল” এর মাধ্যমে প্রবাসে কর্মরত বাংলাদেশী প্রকৌশলীদের জন্য সেসব দেশের বিভন্ন সাধারণ প্রতিষ্ঠান বা শিল্প প্রতিষ্ঠান এর কর্তৃপক্ষের সাথে যোগাযোগ করে নতুন সতুন কর্মসংস্থানের ব্যবস্থা করাহয়ে থাকে। মোট কথা, বিদেশে কর্মরত বাংলাদেশী ইঞ্জিনিয়াদের কল্যাণে এবং আন্তঃসম্পর্ক উন্নয়নে এই পোর্টাল বিরামহীনভাবে কাজ করে চলছে।
পেশায় প্রকৌশলী এবং বাংলাদেশী নাগরিক, এমন প্রকৌশলীগণ যদি ০১(এক) বৎসর বা তদুর্ধ সময়কাল ধরে বা থেকে কর্মসংস্থান বা বসবাসের উদ্দেশ্যে বিদেশে অবস্থান করে আসছে / বিদেশে অবস্থান করতেছে / বিদেশে অবস্থান করবে, সেসকল প্রকৌশলীদেরকে” প্রবাসী বাংলাদেশী ইঞ্জিনিয়ার” হিসেবে আখ্যায়িত বা অবহিত করা হবে। শিক্ষা (সংক্ষিপ্ত কোর্স), ট্রেনিং ও ভ্রমণ এর কারণে কোন প্রকৌশলী বিদেশে অবস্থান করলে, তারা প্রবাসী বাংলাদেশী প্রকৌশলী হিসেবে আখ্যায়িত বা অবহিত হবে না।
প্রবাসী বাংলাদেশী প্রকৌশলীরা আইইএবি এর বাংলাদেশস্থ কোন সাংগঠনিক কমিটিতে থাকতে পারবে না / কোন কমিটির নির্বাচনে অংশগ্রহণ করতে পারবে না। তবে প্রবাসে অবস্থানরত বাংলাদেশী প্রকৌশলীরা প্রবাসে অবস্থানরত দেশে আইইএবি এর সাংগঠনিক কার্যক্রম অব্যহৃত রাখতে পারবেন এবং আইইএবি এর সাংগঠনিক কার্যকম পরিচালনা করতে পারবেন। সেক্ষেত্রে প্রবাসী বাংলাদেশী প্রকৌশলীরা তাদের অবস্থানরত দেশে আইইএবি এর সাংগঠনিক কার্যক্রম অব্যহৃত রাখতে এবং পরিচালনা করতে গঠনতন্ত্রের উপধারা ৬.২.১ অনুযায়ী ২১ (একুশ) সদস্য বিশিষ্ট কমিটি গঠন করতে পারবেন। এই কমিটি আইইএবি এর প্রবাসী বাংলাদেশী প্রকৌশলীদের কমিটি হিসেবে অবহিত হবে। আইইএবি এর প্রবাসী দেশের কমিটিগুলোর মর্যাদা হবে (ধারা ৪.১০ অনুযায়ী) কেন্দ্রীয় নির্বাহী কমিটির অধীনস্ত কেন্দ্রীয় উপ-কমিটির সমমান বা সমমর্যাদার। প্রবাসী বাংলাদেশী ইঞ্জিনিয়ারদের কমিটিগুলো সার্বিক তত্ত্বাবধান করবে “এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল, আইইএবি” ।
এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির মেয়াদ হবে ০৩ (তিন) বৎসর। এই কমিটি মর্যাদা হবে (ধারা ৪.১০ অনুযায়ী) কেন্দ্রীয় উপ-কমিটির সমমান। এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির বাহিরে বিভাগীয় কমিটিও গঠন করা যাবে। এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর বিভাগীয় কমিটির মেয়াদ, পদ-পদবী রূপরেখা এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির অনুরূপ হবে। এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কার্যক্রম সুষ্ঠুভাবে পরিচালনা করার স্বার্থে (কেন্দ্রীয় কমিটির বাহিরে) এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় / বিভাগীয় পোর্টালে সর্বোচ্চ দুইশত আইইএবি এর সদস্য কাজ করতে পারবে । এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টালে যে সকল সদস্যগণ কাজ করবে, তারা এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় সদস্য / বিভাগীয় সদস্য হিসেবে পরিচয় দিতে পারবে।
এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর বিভাগীয় কমিটিগুলো এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি তত্ত্বাবধানে গঠিত হবে। এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর বিভাগীয় কার্যক্রম / বিভাগীয় কমিটির কার্যক্রম সংশিষ্ট বিভাগের বিভাগীয় কমিটি এবং এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কেন্দ্রীয় কমিটির সরাসরি / সার্বিক তত্ত্বাবধানে পরিচালিত হবে।
উল্লেখ্য যে, জাতীয় স্টিয়ারিং কমিটির একজন সদস্য এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর পরিচালক (Director) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন এবং জাতীয় প্রেসিডিয়াম কাউন্সিল এর একজন সদস্য এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কো-অর্ডিনেটর (Co-ordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। পাশাপাশি চীফ কাউন্সিলরদের মধ্য থেকে একজন সদস্য এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর সহ-কোঅর্ডিনেটর (Co-coordinator) হিসেবে দায়িত্বপ্রাপ্ত থাকবেন। জাতীয় স্টিয়ারিং কমিটির / কেন্দ্রীয় নির্বাহী কমিটির সভাপতি এবং সাধারণ সম্পাদক এর সম্মিতিতে জাতীয় স্টিয়ারিং কমিটি এবং জাতীয় প্রেসিডিয়াম এবং চীফ কাউন্সিলরদের মধ্য থেকে দায়িত্বপ্রাপ্ত এই তিন জন সদস্য এক্সপাট্রিয়েট বাংলাদেশী ইঞ্জিনিয়ার্স অ্যাফেয়ার্স পোর্টাল এর কমিটি গঠন সহ সার্বিক তত্ত্বাবধানে থাকবেন।

Expatriate Bangladeshi Engineers Affairs Portal is one of the portals of IEAB. Many engineers of Bangladesh are working tirelessly in different countries of the world and sending remittances for Bangladesh; The economy of the country is moving through this remittance. Expatriate engineers leave the illusion of their motherland, leaving behind their wives, children, parents, brothers and sisters in the country, they are spending their lives abroad. “Expatriate Bangladeshi Engineers Affairs Portal” is working tirelessly to promote the fair rights, advantages and disadvantages, welfare and elimination of any discrimination of expatriate Bangladeshi engineers. If the expatriate engineers are being any kind of harassed or deprived of their rights at their workplace, the officials of IEAB’s “Expatriate Bangladeshi Engineers Affairs Portal” communicate with the Ministry of Labor of Bangladesh and the respective country’s Ministry of Labor or associated Ministries/Institutions/ authorities; exert pressure on the concerned country’s institutions /authorities through these institutions and assist expatriate Bangladeshi engineers by taking necessary measures. Through the “Expatriate Bangladeshi Engineers Affairs Portal”, new employment arrangements are made for Bangladeshi engineers working abroad by contacting the authorities of various general institutions or industrial institutions of those countries. All in all, this portal is working continuously for the welfare of Bangladeshi engineers working abroad and for developing inter-relationships.
Engineers by profession and Bangladeshi nationals, if such engineers have been / are staying / will be staying abroad for employment or residence abroad for a period of 01 (one) year or more, such engineers shall be termed or notified as “Expatriate Bangladeshi Engineers”. If an engineer stays abroad for education (short course), training and travel, they will not be termed or notified as expatriate Bangladeshi engineers.
Expatriate Bangladeshi engineers cannot be in any organizational committee of IEAB in Bangladesh / participate in the election of any committee. However, Expatriate Bangladeshi engineers can continue to participate in IEAB’s organizational activities in the country of expatriation and manage the organizational functions of IEAB. In that case, Expatriate Bangladeshi engineers can form a 21 (twenty-one) member committee as per sub-section 6.2.1 of the Constitution to maintain and manage the organizational activities of IEAB in their country of residence. This committee shall be known as Committee of Expatriate Bangladeshi Engineers of IEAB. Expatriate country committees of the IEAB shall have the status (as per Article 4.10) of a Central Sub-Committee under the Central Executive Committee or equivalent status. The Committees of Expatriate Bangladeshi Engineers will oversee the overall “Expatriate Bangladeshi Engineers Affairs Portal, IEAB”.
The term of the Central Committee of Expatriate Bangladeshi Engineers Affairs Portal will be 03 (three) years. This Committee shall have status (as per Section 4.10) equivalent to the Central Sub-Committee. Apart from the central committee of the Expatriate Bangladeshi Engineers Affairs Portal; Divisional committees can also be formed. The tenure of the Divisional Committee of Expatriate Bangladeshi Engineers Affairs Portal, the position & outline will be similar to that of the Central Committee of Expatriate Bangladeshi Engineers Affairs Portal. In order to run the activities of Expatriate Bangladeshi Engineers Affairs Portal smoothly (outside the Central Committee), maximum two hundred members of IEAB can work in the central / divisional portal of Expatriate Bangladeshi Engineers Affairs Portal. All the members who will work in Expatriate Bangladeshi Engineers Affairs Portal, they can introduce themselves as central member / divisional member of Expatriate Bangladeshi Engineers Affairs Portal.
The Divisional Committees of Expatriate Bangladeshi Engineers Affairs Portal will be formed under the direct supervision of the Central Committee of Expatriate Bangladeshi Engineers Affairs Portal. The divisional activities of the Expatriate Bangladeshi Engineers Affairs Portal will be conducted under the direct / overall supervision of the Divisional Committee of the concerned Division and the Central Committee of the Expatriate Bangladeshi Engineers Affairs Portal.
Note that a member of the National Steering Committee will be responsible as the Director of Expatriate Bangladeshi Engineers Affairs Portal and a member of the National Presidium Council will be responsible as the Coordinator of Expatriate Bangladeshi Engineers Affairs Portal. As well as, one member from among the Chief Councilors will be responsible as the Co-coordinator of Expatriate Bangladeshi Engineers Affairs Portal. In consent of the President and General Secretary of the National Steering Committee / Central Executive Committee, these three responsible members from the National Steering Committee and the National Presidium Council and the chief Councilors will be in overall supervision of Expatriate Bangladeshi Engineers Affairs Portal including committee formation.
