জাতীয় কাউন্সিল এর প্রতিটি সদস্যের পদবী হবে ”জাতীয় কাউন্সিলর’। সংক্ষেপে শুধু “কাউন্সিলর” নামে আখ্যায়িত করা যাবে। কাউন্সিলর সংখ্যা নির্দিষ্ট না। ১০টি সাধারণ বিভাগঃ ঢাকা, খুলনা, রাজশাহী, রংপুর, সিলেট, বরিশাল, চট্টগ্রাম, ময়মনসিংহ, মেঘনা ও পদ্মা এবং ০৪ টি শিল্প বিভাগঃ সাভার-মানিকগঞ্জ, গাজীপুর-টাঙ্গাইল, নারায়নগঞ্জ-মুন্সিগঞ্জ এবং নরসিংদী-কিশোরগঞ্জ সহ মোট ১৪ (চৌদ্দ) টি বিভাগের প্রতিটি জেলা / মহানগর / শিল্প ইউনিট হতে ০১ (এক) জন করে যোগ্য ব্যাক্তি জাতীয় কাউন্সিল এর জাতীয় কাউন্সিলর / কাউন্সিলর হতে পারবে এবং একই জেলা / মহানগর / শিল্প ইউনিট হতে ০২ (দুই) জন বা একাধিক ব্যাক্তি জাতীয় কাউন্সিলর হতে পারবেন না। তবে, যে বিভাগে জেলা / শিল্প ইউনিট সংখ্যা কম, সেই বিভাগে / শিল্প বিভাগে কোটার ভিত্তিতে কমপক্ষে / সর্বনিন্ম ০৪ (চার) জন কাউন্সিলর থাকবে। প্রতিটি বিভাগের প্রতিটি জেলা / মহানগর / শিল্প ইউনিটে একজন করে কাউন্সিলর দায়িত্বপ্রাপ্ত থাকবে।
একটি বিভাগের প্রতিটি জেলা / শিল্প ইউনিট / মহানগর থেকে ০১ (এক) জন করে জাতীয় কাউন্সিলর নির্বাচিত হলেও, জাতীয় কাউন্সিলররা জেলা কাউন্সিলর হিসেবে বিবেচিত হবেন না বরং সংশিষ্ট বিভাগের সকল কাউন্সিলররা বিভাগীয় কাউন্সিলর হিসেবে উপাধিত / আখ্যায়িত / বিবেচিত হবে। সংশিষ্ট বিভাগের সকল কাউন্সিলররা সংশিষ্ট বিভাগের সকল জেলা / মহানগর/ শিল্প ইউনিটে কাজ করতে পারবেন / কাজ করবেন। তবে দায়িত্বের সমতা বন্টন, সাংগঠনিক কাজের সুবিধা ও বিশেষ তদারকীর জন্য একেক জেলা / মহানগর / শিল্প ইউনিটে ০১ (এক) জন করে কাউন্সিলর বিশেষ দায়িত্বপ্রাপ্ত থাকবেন। জাতীয় কাউন্সিল (National Council) এর প্রতিটি সদস্যের / জাতীয় কাউন্সিলর (Councilor)’দের মেয়াদ হবে ০৩ ( তিন) বৎসর।

National Council, IEAB
Each member of the National Council shall be titled “National Councilor”. Can be referred to as “Councillor” for short. The number of councilors is not fixed. 01 (one) qualified person from each district / metropolitan / industrial unit of a total of 14 (fourteen) divisions including 10 General Divisions: Dhaka, Khulna, Rajshahi, Rangpur, Sylhet, Barisal, Chittagong, Mymensingh, Meghna and Padma and 04 Industrial Divisions: Savar-Manikganj, Gazipur-Tangail, Narayanganj-Munshiganj and Narsingdi-Kishorganj can be the National Councilor / Councilor of the National Council and 02 (two) or more persons from the same district / metropolis / industrial unit cannot be National Councilors. However, in the division where the number of districts / industrial units is less, the division / industrial division will have at least / minimum 04 (four) councilors on the basis of quota. There will be one councilor in charge of each district / metropolis / industrial unit of each division.
Although 01 (one) National Councilor is elected from each District / Industrial Unit / Metropolitan of a Division, the National Councilors shall not be considered as District Councilors but all the Councilors of the respective Divisions shall be designated / termed / considered as Divisional Councilors. All the councilors of the affiliated divisions can/will work in all the districts/metropolitan/industrial units of the affiliated divisions. However, for equal distribution of responsibilities, facilitation of organizational work and special supervision, 01 (one) councilor shall be specially in charge of each district / metropolis / industrial unit. The term of each member of the National Council / National Councilor will be 03 (three) years.
